update The Department of Defence today released its 2009 ICT strategy paper , outlining how it intends to spend $940 million over four years, instead of $720 million over a decade, to deliver $1.9 billion in savings. The $940 million over four years plan announced today differs markedly from another plan released in July this year, in which Defence said it would spend $708 million over 10 years, hoping to deliver the same savings announced today — $1.2 billion over 10 years , followed by $250 million a year thereafter

The Commonwealth Bank of Australia (CBA) has commenced a final roll-out of two-factor authentication (2FA) systems that will see 400,000 customers of its NetBank internet banking service upgraded to the secure log-in technology. Finance Minister Lindsay Tanner today said the government had found an additional $430 million in projected savings from its annual IT spend, meaning it had satisfied the Gershon Review’s target of shaving off $1 billion a year. The savings, targeted at so-called “business as usual” spending on information and communication technology (ICT) within federal government agencies, are expected to be realised between 2010-11 and 2012-13, according to a statement by Tanner

Leighton Contractors has extended a contract with HP for managed print services after increasing the scope of its original contract earlier this year. “We have decided to renew our Managed Print Services contract with HP because our existing HP printing infrastructure has reduced the cost of our printing, improved staff productivity, and reduced our environmental footprint,” Leighton Contractors chief information officer Diane Fernley-Jones said in a statement. HP has already reduced Leighton Contractors’ printer fleet from a seven-to-one user printer ratio to 10-to-one, and in some cases 15-to-one.

By choosing to boost its early-termination fees (ETFs) to as much as $350 for its smart phones, like the Blackberry Storm2 and the hot new Motorola Droid , Verizon Wireless has chosen to (literally) penalize some of its best customers. The hike is a slap to Verizon’s “advanced device” owners, which are every carrier’s biggest prize because they tend to buy more services than most customers—voice minutes plus lots of data downloads. Indeed, Verizon itself told us last year that Blackberry-type customers drop twice as much revenue into the till as traditional voice-only cell users.

The New Zealand Government is considering plans to use analog TV frequencies to provide wireless broadband to rural areas, Communications Minister Steven Joyce told the Korea Australia New Zealand (KANZ) Broadband Summit in Auckland yesterday. The annual event, which ends today, attracted the attendance of Australia’s ICT Minister Stephen Conroy, representatives of the Korean government, and around 150 industry figures.
